Saudi Arabia EOR Guide

Hiring in Saudi Arabia: contracts, GOSI and wage protection

A Saudi hiring plan should connect the labour-system contract, Qiwa transactions, GOSI coverage and wage-protection reporting. Nationality changes the social-insurance file; an English offer is not the operating record.

Employment system

What shapes a Saudi Arabia hiring plan

Labour systemDocument the employment relationship under HRSD rules
QiwaRun establishment and employee transactions on the labour platform
GOSIConfirm coverage using the worker's nationality
WagesPay through the wage-protection process

These are planning inputs. Employee category, location, compensation, immigration status, collective terms and later rule changes can alter the required process.

Hiring decision

Separate nationality, contract documentation and payroll reporting

Saudi or GCC national

Map GOSI pension and unemployment coverage before quoting employer cost.

Non-Saudi employee

Confirm occupational-hazard coverage, work authorisation and wage-protection setup.

EOR route

Identify the employing establishment in Qiwa and the operator for GOSI and wage files.

HRSD and wage protection set the labour record

The Ministry of Human Resources and Social Development regulates the labour system. Document the contract in the required channel rather than treating a global template as the Saudi employment record.

HRSD's wage-protection programme monitors wage payment for Saudi and non-Saudi workers in private-sector establishments. Payroll calendars, bank files and the employment contract must describe the same pay elements, with an owner for the monthly file before the first cycle.

Qiwa is the labour-platform operating layer

Qiwa is the digital platform for labour-system services between employees and private establishments, covering the employment relationship through later changes.

Work-authorisation, Saudisation and establishment status in Qiwa can block a start date even when the candidate has accepted an offer. Identify the employing establishment before issuing local terms.

GOSI coverage depends on nationality

The General Organization for Social Insurance administers social-insurance coverage. Saudi and GCC employees are treated differently from many non-Saudi employees, so nationality is a required payroll input.

Occupational-hazard coverage is a separate employer topic. Confirm the contribution salary, any cap and the worker class against current GOSI rules instead of copying a single headline percentage.
