Hiring in the Philippines: four-agency payroll, 13th-month pay and work location

A Philippines hiring plan has to run labour standards, social funds and tax withholding as parallel tracks. SSS, PhilHealth, Pag-IBIG and BIR each have their own registration, base and calendar.

Employment system

What shapes a Philippines hiring plan

Labour standardsConfirm wage, hours and 13th-month treatment
Social fundsRegister SSS, PhilHealth and Pag-IBIG separately
TaxOperate BIR withholding on compensation
LocationUse the actual work region for wage and filing facts

These are planning inputs. Employee category, location, compensation, immigration status, collective terms and later rule changes can alter the required process.

Hiring decision

Do not treat Philippine payroll as one contribution percentage

Local employee

Map the four-agency record, 13th-month accrual and tax forms before the first cycle.

Foreign national

Review work authorization and the employing entity before setting a start date.

Distributed team

Keep work location, regional wage rules and filing ownership in the employee master record.

Country-specific workflow

The records and decisions that need separate review

Labour standards and 13th-month pay sit outside the social-fund portals

Record duties, work location, wage components, hours, leave and termination terms against current labour-department rules. 13th-month pay is a separate statutory item with its own calculation and payment window.

Do not fold 13th-month pay into a discretionary bonus pool. Accrue it from the first month and keep the source calculation with payroll.

SSS, PhilHealth and Pag-IBIG use different bases

Employers register themselves and each employee with the social-security, health-insurance and housing-fund systems. Contribution tables, floors and caps are not interchangeable, so a single percentage of gross pay is only a planning shortcut.

Reconcile each portal to the payroll register. Employees' Compensation is an employer-only SSS-related item and should appear in the cost model.

BIR withholding is a fourth operating calendar

Compensation tax withholding, employee certificates and annual information returns follow the tax authority's process, not the SSS calendar. Capture tax status, exemptions and the legal name used on payroll.

A foreign-worker case still needs the labour, social-fund and tax tracks to use the same identity and start date.

Use the calculator for a statutory baseline, then validate the worker, location and compensation assumptions.

Control points

What to catch before onboarding

Each item can change the budget, start date or employing route.

01

Multiplying full gross pay by one blended contribution rate

02

Missing 13th-month pay in the annual budget

03

Enrolling in SSS while skipping PhilHealth or Pag-IBIG

04

Promising a start date before work-authorization review
