Hiring in Indonesia: BPJS programs, THR and provincial wage floors

Indonesian employment cost is not one social-security line. BPJS Kesehatan and BPJS Ketenagakerjaan run separate programs, THR is a mandatory holiday allowance, and minimum wages are set locally.

Employment system

What shapes a Indonesia hiring plan

Wage floorCheck the provincial or regency minimum that applies
HealthRegister BPJS Kesehatan on the correct wage base
Employment fundsMap JHT, pension, JKK, JKM and related programs
THRBudget the religious-holiday allowance as statutory pay

These are planning inputs. Employee category, location, compensation, immigration status, collective terms and later rule changes can alter the required process.

Hiring decision

Build the worker record around location, program membership and THR

Indonesian employee

Confirm UMP/UMK, BPJS categories and THR timing before the offer.

Expatriate

Sequence work authorization, BPJS treatment and tax registration with the start plan.

Multi-province team

Do not copy Jakarta rates onto every location.

Country-specific workflow

The records and decisions that need separate review

Employment terms follow the work location

Record the actual workplace, duties, wage components, hours, leave and termination terms. Provincial and regency minimum wages, and some local practices, change the legal floor even when a global band is already approved.

Keep the location source with the offer so payroll can explain later adjustments.

BPJS Kesehatan and BPJS Ketenagakerjaan are different systems

Health insurance uses its own wage base and ceiling. Employment social security covers old-age, pension, accident, death and job-loss programs with program-specific rates, caps and risk classes.

Register the employer and employee in each required program and reconcile contribution files to payroll rather than treating BPJS as a single deduction.

Tax and THR need their own calendars

Withholding, taxpayer status and year-end reconciliation follow the tax authority's process. THR is mandatory extra pay tied to the employee's religious holiday and length of service; it is not a discretionary bonus.

Document who funds THR, which wage definition applies, and how a starter with partial-year service is treated.
